What are the levels of chimney inspection?

NFPA 211 defines three. Level 1 is the routine visual check of readily accessible parts, appropriate when nothing has changed and the appliance is in regular use. Level 2 adds the attic, crawl space and a video scan of the flue interior, and is called for on a property sale, after any change of appliance or fuel, and after an event such as a chimney fire or an earthquake. Level 3 involves opening up concealed structure and is only used when a serious hazard is suspected.
A sweep removes deposits. An inspection tells you whether the structure is sound, which sweeping cannot. NFPA 211 recommends annually, regardless of how much the fireplace is used. That surprises people in Florida, where a fireplace might be lit three times a winter. The reason is that most of what goes wrong here is weather and wildlife rather than heavy use, and both happen whether you light a fire or not.
